The program I'm trying to use is PHPmotion, less than their requirements are:
– PHP 4 3 and above (including support for CLI)
  – Server MySQL database
  – LAME MP3 Encoder
  – Libogg + libvorbis
  – Mencoder and Mplayer
  – FFmpeg-PHP
  – GD Library 2 or higher
  – Cgi-bin
  – The possibility of using the background processes
