The site is in Europe?

I am currently living in the United States. my friend and I want to start a forum / site, and even though they both live in U. s. We want the site to Europe. So, what we think is our right. The EU and the series? this is exactly what we need, and if not, what? recommendations on good machines also welcome. All Insite advice and answers appreciated thank you
